1) The annual Basic Payment Scheme (BPS) - is being replaced by Basic Income Support for Sustainability (BISS).
2) Convergence over the course of the next CAP will see payments reduced. The rate of convergence is likely to be set at 75-85%. The purpose of convergence is to redistribute funds between farmers. Farmers with higher value entitlements will see a reduction in payments while those with lower value entitlements will see an increase in payments.
3) GLAS & REAP - will be replaced by a new agri-environmental scheme, known as “Agri-Environment Climate Measure” AECM – there will be two options that farmers can choose from as part of this scheme. Menu A: fixed-rate payments for mandatory actions and additional actions – paid based on the results obtained. Menu B: include the same as menu A as well as additional landscape measured which are voluntary. Similar to GLAS, there will be training involved for participants.
4) Organic Farming – farmers in OFS should have a priority access to AECM, with the intention of a higher proportion of organic farmers participating.
5) TAMS – on farm investment schemes, such as TAMS, will continue as part of the CAP. To qualify, participants require 5ha of eligible land declared under BISS.
6) Young Farmers – 3% of the CAP budget has been allocated to YF. YF can avail of a scheme “Complementary Income Support for Young Farmers’ (CISYF) – this scheme is to build on pre-existing YFS. This will involve an annual application over 5 years for farmers no older than 40 during the calendar year in which they first apply.
